CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2 - BIENNIAL PROBLEM IDENTIFICATION AND RESOLUTION INSPECTION REPORT 05000317/2025010 AND 05000318/2025010
Dear Christopher Mudrick:
On December 1, 2025, the U.S. Nuclear Regulatory Commission (NRC) completed a problem identification and resolution inspection at your Calvert Cliffs Nuclear Power Plant, Units 1 and 2, and discussed the results of this inspection with Peter Moodie, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.
The NRC inspection team reviewed the stations problem identification and resolution program to confirm that the station was complying with NRC regulations and licensee standards. Based on the samples reviewed, the team determined that your program complies with NRC regulations and applicable industry standards such that the Reactor Oversight Process can continue to be implemented.
The team also evaluated the stations effectiveness in identifying, prioritizing, evaluating, and correcting problems, reviewed licensee audits and self-assessments, and its use of industry and NRC operating experience information. The results of these evaluations are in the enclosure.
Finally, the team reviewed the stations programs to establish and maintain a safety-conscious work environment and interviewed station personnel to evaluate the effectiveness of these programs. Based on the teams observations and the results of these interviews, the team found no evidence of challenges to your organizations safety-conscious work environment. Your employees appeared willing to raise nuclear safety concerns through at least one of the several means available.
No findings or violations of more than minor significance were identified during this inspection. This letter, its enclosure, and your response (if any) will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations 2.390, Public Inspections, Exemptions, Requests for Withholding.

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a biennial problem identification and resolution inspection at Calvert Cliffs Nuclear Power Plant, Units 1 and 2, in accordance with the Reactor Oversight Process.

INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.
OTHER ACTIVITIES - BASELINE
71152B - Problem Identification and Resolution Biennial Team Inspection (IP Section 03.04)
- (1) The inspectors performed a biennial assessment of the effectiveness of the licensees problem identification and resolution program, use of operating experience, self-assessments and audits, and safety conscious work environment.
- Problem Identification and Resolution Effectiveness: The inspectors assessed the effectiveness of the licensees problem identification and resolution program in identifying, prioritizing, evaluating, and correcting problems. The inspectors also conducted a five-year review of the 125-volt direct current system. The corrective actions for the following non-cited violations and findings were evaluated as part of the assessment: NCV 2025403-01, FIN 2025040-01, NCV 2025001-01, FIN 2024004-04, FIN 2024004-03, NCV 2024004-02, FIN 2024004-01, NCV 2024003-01, FIN 2024010-01, NCV 2024010-04, NCV 2024010-03, NCV 2024002-01, NCV 2024010-02, FIN 2024001-01, NCV 2023004-01, FIN 2023004-02, FIN 2023010-01, NCV 2023050-03, FIN 2023050-01, and NCV 2023050-02.
- Operating Experience: The inspectors assessed the effectiveness of the licensees processes for use of operating experience,
- Self-Assessments and Audits: The inspectors assessed the effectiveness of the licensees identification and correction of problems identified through audits and self-assessments.
- Safety Conscious Work Environment: The inspectors assessed the effectiveness of the stations programs to establish and maintain a safety-conscious work environment.
- The inspectors reviewed the completed corrective actions to prevent recurrence that were opened during IP 95001 Supplemental Inspection (Agencywide Documents Access and Management System (ADAMS)
Accession Number ML24101A261), dated April 11, 2024, associated with a White Notice of Violation in the Mitigating Systems cornerstone and during IP 95001 Supplemental Inspection (ML25149A055), dated May 29, 2025, associated with a White performance indicator in the Initiating Events cornerstone. The inspectors verified the following corrective actions had been completed as scheduled: 04735065-32, 04788102-35, 04752936-47, and 04788102-36. The following corrective actions remained open at the end of the inspection: 04718086-29 (In progress, due 5/1/2026), 04797040-49 (In progress, due 1/30/2026), and 04797040-18 (In progress, due 9/30/2026).
INSPECTION RESULTS
Assessment 71152B Corrective Action Program Effectiveness
The inspectors determined that Constellations problem identification and resolution program at Calvert Cliffs was generally effective in identifying, evaluating, and correcting problems.
Problem Identification: The inspectors reviewed a sample of issues that were processed through Constellations problem identification and resolution program since the last biennial team inspection. The inspectors determined that, in general, the station identified issues and entered them into the corrective action program accurately, timely, and at an appropriately low threshold.
Problem Prioritization and Evaluation: Based on the samples reviewed, the inspectors determined that, in general, Constellation appropriately prioritized and evaluated issues commensurate with the safety significance of the identified problem. Constellation appropriately screened issue reports (IRs) for operability and reportability, categorized IRs by significance, and assigned actions to the appropriate department for evaluation and resolution.
Corrective Actions: The inspectors determined that the overall problem identification and resolution program performance related to resolving problems was effective. In most cases, Constellation developed and implemented corrective actions to resolve problems in a timely manner. Inspectors noted a trend of items deemed low priority by the work management system not being addressed. This was evident by the large number of deficient items being tracked on the main control boards and work management backlog. Inspectors noted that the station has taken steps to increase the occurrence of cross-functional reviews between work management, the fix it now team, and system engineering to validate priorities and assess the aggregate impacts of these deficiencies.
Assessment 71152B Use of Operating Experience
The inspectors determined that, in general, Constellation appropriately evaluated industry operating experience for its relevance to Calvert Cliffs and appropriately incorporated both internal and external operating experience into plant procedures and processes.
Assessment 71152B Self-Assessments and Audits
The inspectors reviewed a sample of self-assessments and audits performed by both Nuclear Oversight and individual departments and determined that Constellation had an effective self-assessment and audit process. In general, self-assessments and audits appropriately assessed performance and identified performance trends, issues of regulatory significance, and areas for improvement.
Assessment 71152B Safety-Conscious Work Environment
The inspectors interviewed individuals across various organizations to evaluate the willingness of licensee staff to raise nuclear safety issues and to assess the perceived effectiveness of the corrective action program at resolving identified problems. Interviewees included staff and managers from Operations, Engineering, Maintenance, Security, Radiation Protection, Chemistry, Emergency Preparedness, Organizational Effectiveness, and the Employee Concerns Program. All interviewees indicated that they would raise safety concerns, they were trained and proficient on initiating IRs, and they felt their management was receptive to receiving safety concerns. Most indicated they were aware of the licensees Employee Concerns Program and would be willing to use it if needed. None of the interviewees stated that they had experienced or heard of an instance of retaliation for raising safety issues. The inspectors determined that the conditions at Calvert Cliffs appeared to be conducive to a safety-conscious work environment. No indications of reluctance to report safety issues were identified.
