On September 30, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Calvert Cliffs Nuclear Power Plant, Units 1 and 2. On October 23, 2019, the NRC inspectors discussed the results of this inspection with Mr. Mark Flaherty and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors did not identify any finding or violation of more than minor significance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Calvert Cliffs Nuclear Power Plant, Units and 2 in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors.

PLANT STATUS

Unit 1 began the inspection period at rated thermal power. On August 4, 2019, the unit was down powered to 78 percent to support main condenser water box cleaning. The unit was returned to rated thermal power on August 5, 2019, and remained at or near rated thermal power for the remainder of the inspection period.

Unit 2 operated at or near rated thermal power for the entire inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed plant status activities described in IMC 2515 Appendix D, Plant Status and conducted routine reviews using IP 71152, Problem Identification and Resolution. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71111.01 - Adverse Weather Protection External Flooding Sample (IP Section 03.04)

(1) The inspectors evaluated readiness to cope with external flooding for Units 1 and 2, intake structure, auxiliary building roof drains, and protected area storm drains on August 20, 2019.

71111.04Q - Equipment Alignment Partial Walkdown Sample (IP Section 03.01)

The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:

The inspectors evaluated the Radiological Environmental Monitoring Program implementation.

(1) The inspectors verified that the Radiological Environmental Monitoring Program quantified the impact of radioactive effluent releases to the environment and sufficiently validated the integrity of the radioactive gaseous and liquid effluent release program.

The inspectors verified that the Radiological Environmental Monitoring Program was consistently implemented with the licensees technical specifications and/or Offsite Dose Calculation Manual and validated that the program meets the design objectives in Appendix I to 10 CFR 50.

Groundwater Protection Initiative (GPI) Implementation (IP Section 02.02) (1 Sample)

- TEMPORARY INSTRUCTIONS, INFREQUENT AND ABNORMAL

60855.1 - Operation of an Independent Spent Fuel Storage Installation at Operating Plants Operation of an Independent Spent Fuel Storage Installation at Operating Plants

(1) The inspectors evaluated the licensee's independent spent fuel storage installation cask loadings on August 5 - 8, 2019. Specifically, the inspectors observed or reviewed the following activities:

Fuel selection Heavy load movement of the transfer cask and dry shielded canister Canister drying and helium backfill evolutions Closure welding and non-destructive weld evaluations Helium leak testing Radiological field surveys

INSPECTION RESULTS

Observation: Multiple Instances of Spurious Reactor Protection System Single 71152 Channel Trips The inspectors reviewed the licensee's evaluation and corrective actions associated with multiple instances of spurious reactor protection system single channel trips as documented in AR04179759, AR04179762, AR04179375, AR04179778, and other action requests. The inspectors concluded that the licensee had taken timely and appropriate actions in accordance with the licensee's operating and alarm response procedures, PI-AA-125, "Corrective Action Program Procedure," various revisions, 10 CFR 50, Appendix B, "Quality Assurance Criteria for Nuclear Power Plants," and 10 CFR 50.65, "Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants." The inspectors reviewed the licensee's cause evaluations associated with the failures and determined the evaluations were adequate and did not identify a common cause between the failures. The inspectors evaluated industry operating experience, vendor recommendations, and the licensee's maintenance rule implementing procedures with regards to the reactor protection system and independently determined that the licensee's maintenance practices are consistent with industry standards and meet regulatory requirements. Based on the documents reviewed and discussions with licensee personnel, the inspectors noted that licensee personnel identified problems and entered them into the corrective action program at an appropriately low threshold.

On October 23, 2019, the inspectors presented the integrated inspection results to Mr. Mark Flaherty, Site Vice President and other members of the licensee staff.

On August 14, 2019, the inspectors presented the Independent Spent Fuel Storage Installation inspection results to Mr. Mark Flaherty, Site Vice President and other members of the licensee staff.

THIRD PARTY REVIEWS The inspectors reviewed Institute for Nuclear Power Operations reports that were issued during the inspection period.
