Subject: Combined Inspection Nos. 50-317/86-04 and 50-318/86-04 This refers to your letter dated May 12, 1986, in response to our letter dated April 23, 1986.
Thank you for informing us of your actions with respect to the apparent vio-lations that we identified which were documented in your letter.
Based upon the additional information you provided in your response and your actions to address the apparent violations, especially those that alleviate the ambiguities in your implementing procedures, we find that you were not in vio-lation of your security plan as approved by the NRC. Therefore, we are with-drawing the violations and your enforcement history will be adjusted accord-ingly.
The enclosure to your letter is being withheld from public disclosure since it contains Safeguards Information and must be protected in accordance with 10 CFR 73.21.
