Inspection on December 19-21, 1978 (Combined Report Nos. 50-317/78-39; 50-318/78-35 Areas Ins 3ected:

Routine, announced inspection at the Corporate office by a regional 3ased inspector of licensee followup actions concerning IE Circular 78-08 and previous inspection findings. The inspection involved 16 inspector-hours by one regional based inspector.

Results: No items of noncompliance were identified.

Environmental Qualification of Safety-Related Electrical Eouipment at the Calvert Cliffs Nuclear Power Plants Unit 1 and 2 IE Circular No. 78-08)

a.

Purpose of Inspection An announced inspection was held at the Baltimore Gas and Electric Corporate office to review actions taken by the licensee to verify proper environmental qualification of safety-related electrical equipment.

b.

Scope of Inspection The areas reviewed during this inspection encompassed those matters addressed by IEC 78-08 issued on May 31, 1979. The following items were inspected:

(1) Licensee's response to IE Bulletins 77-05,77-05A, 77-06, 78-02 and 78-04, dated November 31, 1977, December 2,1977, February 10, 1978 and March 3,1978, respec-tively.

Licensee's actions with regard to comparisons made between the plant specific circumstances at the Calvert Cliffs Station and matters identified in IEC 78-0,. -

(3)

Results of tests performed on safety-related electrical equipment to simulate LOCA conditions.

(4)

Results of licensee's physical inspection of safety-related electrical equipment within the containment building.

(5)

Review of documentation which supports the environ-mental qualification of electrical components, including electrical connectors, containment electrical penetra-tions, terminal blocks, cables and cable splices, trans-mitters, limit switches and valves.

Except as noted below, no inadequacies were identified during the review of the above items.

c.

Inspection Findings The licensee's sampling inspection of selected electrical components inside the containment by physical observation has been completed; however, the licensee is scheduling site visits for similar type inspections of safety-related elec-trical components in specific areas outside containment.

This task is expected to be completed by April 1,1979.

These previously unresolved items (78-23-01 and 78-17-01)

remain unresolved pending completion of the licensee's in-vestigations in this area.

Licensee Actions on Previous Inspection Findings (Closed) Unresolved item (318/78-03-01): The inspector verified by review of Purchase Order Specification SP-150 " Spent Fuel Storage" that the final specification requirements are addressed therein.

(Closed) Unresolved item (318/78-03-02):

Documentation for NDE reports with respect to final specified critical welds on the spent fuel storage rack modifications are retained by the contractor and are readily retrievable.

The inspector examined the licensee's methods for obtaining this type of information and determined it to be acceptabl,.-

Unresolved Items Unresolved items are matters about which more information is re-quired in order to ascertain whether they are acceptable items, items of noncompliance, or deviations. The items discussed in paragraph 2.c remain unresolved.

5.

Exit Interview The inspector met with licensee representatives (denoted in Para-graph 1) at the conclusion of the inspection on December 20, 1978.
