Projects Scction Ins;ection Summary:
Inspection on November 14, 1978 (Combined Report Nos. 50-317/78-33 and 50-318/78-30 Areas Inspected: Routine, unannounced inspection limited to the obser-vation of a licensee conducted site emergency drill.
The inspection involved 12 onsite inspector-hours by three NRC regionally based inspectors.
Results: No items of noncompliance were identified.

Emergency Drill a.
Pre-Drill Activities Prior to the initiation of the drill, the inspectors discussed the nature and scope of the drill scenario to verify the ade-quacy.
The scenario involved a simulated Unit 1 steam gener-ator tube rupture with offsite release consequences.
The inspectors determined that the cutside support agencies had been notified of the drill.
(The inspector noted that the State of Maryland particicated in the scenario).
The inspec-tor determined that the drill had been unannounced to licensee personnel to the extent that the drill scenario was i-own only tc the drill observers, the NRC inspectors and a limited number of licensee higher management personnel.

Drill Observation During the drill, three NRC inspectors made detailed observa-tions of the following activities:
(1) Control Room actions concerning the detection and response to the simulated emergency conditions; (2) Notification of plant personnel and offsite agencies; (3) Plant evacuation; (4)
Personnel accountability;

(5) Assessment actions; (6)
Dispatch of offsite monitoring teams; (7) Offsite monitoring team actions; (8)
Communications; and, (9)
Coordination and control of response actions.

Drill Results The inspectors attended a post-drill critique, during which the drill observers, drill participants and the inspectors discussed the drill results and highlighted areas of recommended improvements.
Itams discussed by the inspectors included:
(1)
Consideration of wind speed in regard to distance from the plant when dispatching offsite monitoring teams; (2) Notification and evacuation (if necessary) of personnel working at the onsite farm; (3)
Use of multicopy forms for documenting communications; (4) Minimization of extraneous noise levels in the ECC; and, (5) Appropriate logging of Control Room actions.
Based on the licensee's demonstrated performance during the drill, the inspectors determined that the response objectives of the licensee's Site Emergency Plan could be effectively met.
No items of noncompliance were identified.
3.
Exit Interview The inspectors met with the licensee representatives denoted in Detail 1 at the conclusion of the inspection on November 14, 1978.
The inspectors discussed the purpose, scope and findings of this inspection.
With regard to the status of the upgrading of emergency air monit-oring equipment, the licensee stated that progress in this area was proceeding ahead of the schedule which was provided to the NRC in the licensee's letter of September 26, 1978.
