Dear Mr. Forbes:

Please add Section 1R17, Permanent Plant Modifications (Enclosure), to NRC Inspection Report 05000313/2004003 and 05000368/2004003, dated July 27, 2004. The purpose of this change is to provide information that was inadvertently omitted from the Report Details section of this report.

In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ENCLOSURE REPORT DETAILS 1R17 Permanent Plan Modifications (71111.17B)

a. Inspection Scope The inspection procedure required the biennial review of 5 to 10 permanent plant modifications affecting risk-significant structures, systems, and components. The inspectors reviewed 12 risk-significant permanent plant modifications listed in the attachment. For the modifications selected, the inspectors verified that: the designs for modifications were adequate; implementation of the modifications did not impair key safety functions; postmaintenance testing was appropriate for validating that the modification performance met the intended design bases; and documentation, including design documents and significant plant procedures, was updated to reflect the effects of the modification.

The inspectors also reviewed permanent plant modification-related condition reports issued during the past year and verified that the licensee identified, evaluated, corrected, and trended problems identified with the modifications. As part of this effort, the inspectors evaluated the effectiveness of the corrective action process, including the adequacy of the technical resolutions.
