On March 6 and 7, 1974, the inspection team met with Messrs. Anderson, Moore, and Orlicek to discuss specific deficiencies that had been identified and their implications with regard to the adeqi.acy of impicmentation of ANO-l's operational QA program.

The ins,7ectors summarized the inspection findings as follous:

Significant deficiencies and weaknesses in the implementation of the ANO-1 QA program for operations had been detected in areas related to all eighteen criteria of Appendix B to 10 CFR 50.

Murphy and Cavanaugh on March 13, 1974, AP&L stated their schedule for upgrading the implementation of their operational QA program is as follows:

In effee, the QCE is charged with the responsibility to audit himself in areas uhere he has direct responsibility ior QC-activities. Dc:Eciencies in the performance of these QC related activities are not likely to be identified by self-audit.

It appears that a major portion of the QCE's avaliable time will be required to perfor. the QC activities for uhich he has direct s s responsibility. It is doubtful that the QCE uould have adequate time to plan and conduct a meaningful periodic audit program to verify implementation and adherence to the overall operational QA program.
