In accordance with 10 CFR 2.201, the District provides the attached response to this violation.
This letter acknowledges the violation cited and describes the Ulstrict's corrective actions.

NRC STATEMENT OF VIOLATION

Ouring an NRC inspection conducted on July 19-21, 1988, a violation of HRC
,
i requirements was identified.
In accordance with the "General Statement of J
Policy and Procedure for NRC Enforcement Actions " 10 CFR Part 2, Appendix C (1988), the violation is listed below:
Paragraph 50.54(q) of 10 CFR Part 50 requires that emergency plans be followed and maintained. Paragraph 8.5.2 of the Rancho Seco Emergency Plan requires that emergency "instruments and equipment shall be calibrated at intervals
,
established by the Radiation Protection Department." Section 3 of Procedure
'
AP.311. "Portable Health Physics Instrumentation" states in part, "dose rate instruments are calibrated quarterly."
Contrary to the above, on July 20, 1988, two portable dose rate survey instruments, Serial Nos. 1410 and 1632, located in the Auxiliary Building were observed to have exceeded their calibration frequency. The instruments were last calibrated on November 23, 1987 and were due for recalibration on

February 23, 1988.

Responsibility for completion of Attachment 7.12 was igned to the

Supersisor, Emergency Preparedness Division in step s.a.2, and to the Rad Ops Supervisor in step 5.2.1.
Clear delineation of responsibility l

Responsibility for correcting discrepancies was assigned to the

and correct discrepancies.

The Rad Ops Supervisor used an obsolete form (from AP.587 which was
superseded by EPIP-5660) to record data since the attachments of

EPIP-5660 did not have provision for data recording. This was done to
,
supplement the requirements of EPIP-5660. Since the obsolete forms
,
were not official, no completed forms wtre forwarded to Emergency
,
l Preparedness. As a result, discrepancies with the forms and the
{

equipment were not corrected.

Corrective actions taken and results achieved:
Dose rate survey instruments, Serial Nos. 1410 and 1632, were removed a.
from the Offsite Assembly Point Kits and replaced with calibrated instruments.
b.
Dose rate survey instruments, Serial Nos.1410 and 1632, were recalibrated.
The recalibrations were acceptable,'although the
"As Found" readings had drifted from the previous "As left" readings.
i Radiatinn Protection performed inventories on Onsite Emergency Lockers c.
and on the O "tite Assembly Point Kits.
The results of the inventories forwarded to Emergency Preptvedness.

.aken to avoid further violations:
EPIP-5660, Revision 1, was issued effective July 26, 1983. This a.
revision includes correction of responsibility assignments and the addition of a form to improve Surveillance Record keeping.
By October 31, 1988, the performance of the third quarter surveillance b.
of EPIP-5660, Revision 1 will be reviewed and analyz9d by Emergency Preparedness Supervision to ensure the effectiveress of the revisions.
