Liquid Test Standard All of the licensee's analytical results of the liquid test standard were in agreement with those of the AEC laboratory.

Charcoal Cartridge Standard The licensee's analytical results of the charcoal cartridge standards were in agreement with those of the AEC laboratory.

3.

Particulate Filter Standard

All of the licensee's analytical results of the particulate filter standard were in agreement with those of the AEC laboratory except for strontium-90. The licensee's analyses of a second filter standard for strontium-90 were in possible agreement with that of the AEC laboratory.

J The results of comparing the licensee's analyses of the three types of standards with those of the AEC laboratory,were disucssed with Mr. R.

Rodriguez, Manager, Nuclear Operations, by telephone on October 30,

Mr. Rodriguez was informed that with respect to strontium-90, additional comparisons would be made on the'first AEC plant sample i

analyses.

Mr. Rodriguez stated that they would continue to run periodic standards to assure reliable strontium analyses.

a.

The licensee will be required to measure the quantities and concentrations of radioactive tr.aterial released in effluents as a result of operating his facility. This requirement is to assure and to demonstrate compliance with the 11=its specified in AEC Regulations and the limits that have been specified in his operating license.

This inspection consisted of a test of the licensee's capa-bility to measure radioactive material in test standards

which approximate samples of actual radioactive effluent. The testa consist of comparing the licensee's measurements with

those of the AEC's reference laboratory which prepared the test standards. The measurements made by the AEC's laboratory

are referenced directly to the National Bureau of Standards radioactivity measurements system.by laboratory intercomparisons.

This inspection showed the licensee's measurements on the test standards are acceptable under the test criteria used by the Directorate of Regulatory Operations for comparing measurement results (see the Attachment). The types of test standards

The ratio of the two measurements to be compared should be determined by dividing the result to be compared by the AEC Reference Laboratory result.

c.

Agreement is considered obtained if the ratio falls within the range given in the " Agreement" column for the a gociated resolution. For exa=ple, consider a comparison of S,r-5 determinations. A licensee obtains a value of 1.97 +.08 x 10 uCi/ml and the gC Reference Laboratory reports a result of 2.53 +.06 x 10 uCi/ml. The resolution would be 42 (2.53/.06)

, and the ratio is 0.78 (1.97/2.53). This pair of measurements would be considered to be in " agreement" because for this resolution, the " agreement" range is 0.75 - 1.33.

d.

. If " agreement" is not achieved, the ratio should be evaluated for "possible agreement." In this case, consideration is made for the type of analyses conducted by selecting a range in the

, appropriate column; i.e., "A" analyses or "B" analyses.

If the ratio falls outside the appropriate. "possible agreement" e.
