Medical Treatment of Contaminate'd or Exposed Personnel a.

The licensee has a written agreement with Sutter Memorial Hospital covering the receipt and treatment of contaminated or overexposed persons needing medical attention. On May 21, 1974 interviews were held with hospital personnel concerning the hospital's capabilities and facilities for treating such patients. The hospital's disaster plan has been expanded to include emergency radiation procedures. These procedures cover the notification of appropriate personnel, preparation

exposure limits and items to be supplied by the Sacramento-j Municipal Utility District (SMUD). The hospital has one

.Preoperational Test Procedures and Results

During the June 10-11 inspection the flushing procedures for the coolant and miscellaneous liquid radioactive waste treatment systems-y were examined. Also examined were the test procedures for the high

efficiency particulate (HEPA) and charcoal filters. The format for

these procedures was found to be as described in paragraph 7.a of

report No. 50-312/74-(2. The examination of the test results of the new and spent res:n transfer system showed it functioned as intended.-

7.

Filter Testing

,

i On June 20, 1974 the testing of the HEPA filter in the cmtrol room emergency ventilation system with diocty1phthalate (DOP) was observed.

The DOP smoke was created by a ther=al generator, Model TDA-5A, a

. fabricated by Air Techniques, Inc. The detector, Model TDA-2C by l

Air Techniques, Inc., was last calibrated on January 24, 1974.

Samples.were collected i= mediately before the HEPA filter and after

j the charcoal filter. The sample collection device was a. 3 inch q

diameter metal tube with 3/16 inch holes spaced 1-2 feet apart.

The DOP was inserted sufficiently ahead of the initial sampling

,

j location to assure mixing of the DOP with the air. According to N

the individual performing the test, these same injection and sa=ple

)~

removal locations were to be used for the charcoal filter testing (using Refrigerant 11)..The initial test of the HEPA filter showed leakage in excess of the acceptance criteria (less than or equal to

0.05%) shown in the test procedure. Examination of the HEPA filter disclosed the clamping mechanisms were loose. The cla=ps were tightened and silicone sealant was placed on some of the metal frames at the point where filters made contact. A retest of the HEPA filter showed that the leakage (0.08%) was still in excess of

the criteria. Additional work was to be performed on the filter before the test would be run again.

Radiation Control Manual and Emergency Plan

During the period April 1 -- May 20,1974 the Radiation Control Manual was examined. The =anual has been divided into three sections: General Information, Control Measures and Proce:ures.

The responsibilities for radiation safety are assigned in the first section.

The bases for the radiation standards and control measures, and the maximum permissible doses and concen-trations are discussed in the general information section.

ments that should have been covered and were not were identi-fied during the examination of this document.

During the period April 1 - May 20, 1974 the Emergency Plan was also examined. This' plan is divided into a general informa-tion and a procedures section. The operating and emergency

organizations and the assigned responsQ 111 ties for the.latter

.l have been described in the general section. Also included in j

the general section are the following: a description of the spectrum of accidents covered by the plan, the off site support

,

,

groups and the service provided, the communications sytems at

the plant and the in plant warning devices. The protective

'

measures to be taken and the action levels have also been

' covered in the first section. The procedures have beca divided into four types of accidents:

injury, overexposures, fire and sabotage. There are procedures for local (area), plant and

. general population evacuation in this second section.

.

The plan requires quarterly evacuation drills. Emergency communication equipment are to be tested during the quarterly drills. Annually there will be a drill involving the use of the SMUD emergency vehicle and the Sutter Hospital staff. The plan provides for training of personnel in the areas of first

aid, fire and radiation safety. There are provisions to

assure periodic review of the' emergency plan to assure it is

kept current. The only deficiency in the, plan identified during the examination was incorrect information, in the notification sections, for the Regional AEC Regulatory Operations r

office and possibly the State Department of Health (Radiologic

-

Health Section). Modifications to the plan require prior approval of the Plant Review Committee.

Fire Assistance

,

The licensee has arranged for fire assistance to be provided by the

Herald Fire Department. According to the licensee, members of the l

Herald Fire Department visited the site on June 16, 1974 and made a tour of the facilities for the purpose of learning the locations of

~ fire protection devices and equipment. They were also shown movies

,

pertinent to fighting fires at nucicar facilities. The Herald fire

,

equipment was connected to the plant water connections to assure

,

i compatibility.
