Gentlemen:

This refers to the laboratory capability inspection conducted by the

Region V office of the Directorate of Regulatory Operations during the

period June 12 through October 28, 1974 of activities authorized by AEC

Construction Permit No. CPPR-54 and License No. DPR-54 and to the report

of our findir.gs relating to that inspection. This also relates to the

telephone discussion of the inspection results held by Mr. Fish of tuc

office with Mr. R. Rodriguez.

The inspection was a comparison of the analytical results for several

test samples submitted by the AEC to the Rancho Seco plant. Analytiul

.

,

i

results reported by the plant staff were compared with the results

obtained by an AEC laboratory. The criteria for comparison of the

results is contained as an attachment to the inspection report.- Of the

,

14 analyses compared, 13 were in agreement and one was in disagreement.

A second test of the isotope in disagreement showed the analysis was

,

'

within the "possible agreement" range. Additional comparisons of this

'

type in .uding the isotope in "possible agreement" will be made in the

near future.

No violations of AEC requirements were identified within the scope of

this inspection.

In accordance with Section 2.790 of the AEC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and

the enclosed inspection report will be placed in the AEC's Public

Document Room. If this report contains any information that you believe

to be proprietary, it is necessary that you submit a written application

to this office, within 20 days of the date of this letter, requesting

that such information be withheld from public disclosure. The applica-

tion must include a full statement of the reasons why it is claimed that
