Dear Mr. Dent:
On July 1, 2020, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Cooper Nuclear Station and discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a security baseline inspection at Cooper Nuclear Station, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES
Unless otherwise noted, baseline security inspections were conducted in accordance with the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards. The opportunity to apply this procedure was not available in accordance with Inspection Manual Chapter 0306. This sample was not available because the licensee did not conduct the activity covered by this IP. Specifically, the licensee has not initiated a physical security plan change in accordance with 10 CFR 50.54(p)(2) since the implementation of this IP.

The inspectors evaluated the following licensee event reports which can be accessed at:
- (1) Licensee Event Report 05000298/ 2019-S01-00014-005-00], Severe Weather Causes Temporary Suspension of Compensatory Measures for Safety of Security Officers, on October 1, 2019.
- (2) The licensee identified that they failed to meet the one-hour reporting requirement identified in 10 CFR 73.71 (5)(b). The licensee documented the incident in condition report CNS-201905162.
- (3) The inspectors identified this as a minor performance deficiency of NRC requirements.
The LER is closed.
INSPECTION RESULTS
EXIT MEETINGS AND DEBRIEFS
The inspectors verified no proprietary information was retained or documented in this report.
On July 1, 2020, the inspectors presented the security baseline inspection results to Mr.
John Dent and other members of the licensee staff.
Minor Performance Deficiency
71153 The licensee failed to make a one-hour report to the NRC in time.
10 CFR 73.71 (5)(b) requires notify the NRC Operations Center within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> after discovery of the Safeguards events. The licensee was aware of the requirement, however when the reviewed the incident they identified they were two minutes over the requirement. This was due to understanding of the start time. This issue was placed into the sites corrective actions program actions taken to prevent reoccurrence taken.
