PILGRIM NUCLEAR POWER STATION - NRC BASELINE SECURITY I NSPECTION REPORT 05000293/201 2403

Dear Mr. Smith:

On September 21, 2012, the U.S. Nuclear Regulatory Commission (NRC) completed an inspeciion at your Pilgrim Nuclear Power Station. The inspection covered one or more of the key attributes of the slcurity cornerstone of the NRC's Reactor Oversight Process. The enblosed inspection report documents the inspection results which were discussed on September 21, 2012, with Mr. Al Dodds, NSA Director, and other members of your staff.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commission's rules and regulations and with the conditions of your license.

The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

Three NRC identified findings of very low security significance (i.e., Green as determined by the Baseline Security Significance Determination Process)were identified during this inspection.

The deficiencies wefu promptly corrected or compensated for, and the plant was in compliance with applicable physical protection and security requirements within the scope of this inspection before the inspectors left the area.

All of these findings were determined to involve violations of NRC requirements. The NRC is treating these violations as non-cited violations (NCVs) consistent with Section 2.3.2 of the Enforc6ment Policy. lf you contest these NCVs in the enclosed report, you should provide a response within SO Oayi of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear negutatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001; with copies to the Regional Administrator, Region l; the Director, Office of Enforcement, U.S. liuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at Pilgrim Nuclear Power Station.

Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, the transmittal document is decontrolled.

(1) Resources, because Entergy did not ensure that equipment was available and adequate by minimization of long-standing equipment issues and engineering and maintenance backlogs

H.2(a), and (2) Decision Making, because Entergy did not use conservative assumptions in decision making and adopt a requirement to demonstrate that the proposed action is safe in order to proceed rather than a requirement to demonstrate that it is unsafe in order to disapprove the action IH.1(b)1. lf you disagree with a cross-cutting aspect assignment in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the RegionalAdministrator, Region l; and the NRC Resident Inspector at Pilgrim Nuclear Power Station.

ln accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencylvide Document Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://wmv.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
