Subject: Inspection Report No. 50-289/88-04 During the period October 13-15, 1987, and on February 5,1988, Mr. R. Conte of my staff conducted a special safety inspection related to your Technical and Safety Review Program (TSRP) at your facility and at your corporate office. We documented the results of this inspection in the enclosed report. At the conclusion of the inspection, Mr. R. Conte summarized the inspection findings f or Mr. R. Germann and other members of your staf This inspection was conducted to resolve issues surrounding a Notice of Violation (NOV), dated July 29, 1987 (NRC Inspection Report No. 50-289/87-08) and your re-sponse to that NOV dated August 28, 1987 contesting the violation As a result of this inspection, we are withdrawing Item 2.a of the Notice of Vio-lation. However, no further retraction appears warranted. We have also determined that a meeting to discuss our differences regarding your TSRP program in Region I would be desirable. We will contact you after you have reviewed the enclosed inspection report to establish a meeting date. At the meeting, we would like you to be prepared to discuss:

Acceptability of the two step process in your TSRP;

--

The specifics of your guidance on Licensing Basis Documents and your self-assessment on the effectiveness of the safety review process; and

--

Clarification of your response to Item 2.c to the NO Your cooperation in this matter is appreciated, and we look forward to resolving l these difficult issues with you, i
