2.0 Actions on Previously Identified Items 2.1 (Closed) Inspection Follow-Up Item 289/86-19-07; Licensee to evaluate their program with regards to specifying LLD requirements for gross beta analyses and if any other sample preparation or analytical procedures also performed at Unit 2 were unreviewed.
The inspector reviewed two procedures, N1805 "Control Program for Sample Storage and Off-Site Shipments" and N1950 "Gross Beta-Gamma Analysis" which were initiated or revised.
The former procedure specifies sample volumes and analysis requirements, (i.e. type of radionuclide or gross analysis) for on-site or off-site analyses.
The latter procedure includes LLD requirements as specified in Technical Specifications.

3.0 Chemistry The organizational structure in the chemistry department was reviewed for Unit 1.
The Chemistry Manager has the overall responsibility and authority for the program.
The licensee's radiochemistry program was reviewed through discussions with chemistry personr.el, review of applicable procedures and surveillance records.
Portions of the program pertaining to effluent release data and permits were recently reviewed by the inspector in NRC Region I Inspection No. 289/88-09.
Procedures reviewed included:
SP 1301-4.9, "Liquid Continuous Release Composite, Weekly, Monthly
and Quarterly" SP 1301-6.3, "Waste Evaporator Condensate Storage Tank Sampling"
SP 1301-5.9, "Cond iser Vacuum Pump Release Sampling"
SP 1301-3, "Reactor Coolant Chemistry and Activity"
N-1857, "Liquid Waste Disposal System Sampling"
N-1853, "Sampling of Waste Gas Decay Tanks"

These procedures addressed sampling surveillances.
All analyses were found completed for 1987 and 1988.
No violations were found in this area.
4.0 Radiation Monitoring System The inspector reviewed the gaseous and liquid effluent radiation monitoring system (RMS) with respect to Technical Specification requirements for calibration and function / channel checks.
The inspector reviewed selected procedures and accompanying records for calibration and surveillance activities and found them satisfactory. The inspector also reviewed the following procedures SP 1303-4.15 A, "RMS Monthly Test, Atmospheric Channels"
SP 1303-4.15 B, "RMS Monthly Test, Licuid Channels"
SP 1302-3.1, "RMS Calibration"
OP 1101-2.1, "RMS Setpoints"
for adequacy cnd conformance to Technical Specifications.

The inspector selected a random sample of records of the surveillances required and source and channel checks for review. These were examined for timeliness, completeness,-and results. The inspector noted-that when-
"as-found" cottdttions required actions on the part-of the licensee, reviews of safety significance and restorative actions'were promptly made.
ldithin the scope of this review, no violations were noted.
5.0 Air ~ Cleaning Systems The in:pector reviewed the licensee's air treatment system tests for the period January 1987 to date with regard to Technical Specification-3.~15.1, 2, 3, and 4.12.1, 2, 3.
The inspector reviewed the results of HEPA filter and charcoal adsorber in place filter tests, air flow distribution, and design air flow air differential pressure.
Laboratory test results for charcoal efficiency determinations were also reviewed.
The inspector determined that all required testing had been completed.
Within the scope of this review, no violations were found.
6.0 Exit Interview The inspector met with licensee representatives denoted in Section 1.0 at the conclusion of the inspection on May 6, 1988.
The inspector summarized the scope of the inspection and the inspection findings at that time.
At no time during the inspection were written materials provided to the licensee by the inspector.
