Licensee to modify air sampler procedures to incorporate filttr train testing for air inleakagt and inprove flow rate monitoring during collection

,

periods.

The inspector toured 4 of 5 air sampling stations, rtviewed upgraded procedures and observed licersee personnel change air filters and charcoal cartridges (Section 3).

filter trains are leak tested weekly and appeared to be air tight.

Air flow regulators art calibrated conthly. A ficld rotamtter is used to check for air inleakage and to ocasure flow rate of the filter train before and after -filter changeout.

!!aragement respcnsibilities for the REMP were trensferred from the Enviroreental Regulatory)Af f airs Department to the Nuclear Regulatory Services Department (llRS on January 1,1990. The Corporate Health Physicist (HP) who reports to the Manager, NRS, oversees the REMP.

An associate HP who reports to the Corporate HP is responsible for sampit collection, liR$ has installed in-line air sampling holders and rewrittch procedures describing sample changeout, ttsting and calibration of the air sanplers.

Filter treint tre leak tested weekly during sample changeout and the air regulators are calibrated monthly with a calibrated rotaneter..During sample changtout,110w readings are taken before and after filters are changed.

A licensee representa-tive stated that the field rotameter was not calibrated but was to be sent out for calibration.

The inspector reviewed thc REMP, inclucing the 1989 Annual Radiological Environmental Monitoring Report, and toured 4 of the 5 air sampling stations. The Annual Rcport appeared to comply with the REMP requirements.

All of the required samples were collected and analyzed, except as nottd in the report, and the results appeared to be reasonable.

The inspector observed a licensee representative conduct i.he weekly semple changeout end test the filttr train for operability and air inleakage.

The RE!!P apptared to be operating satisf actorily, ho violations or deviations were identified.

Tritium in Well Water (IP 91701}

In October 1989, the Minnesota Department of Public Health found low levels (approxiriately 2000 pCi/1) of tritium (H-3) in wells located edjacent to the Preirie Island Nuclear Gentrating Station (PlfiGS).

The licensee's evaluation concludtd that the plant, which is located on the Mississippi river upstrean ef Dam Number 3 and the Vermillion I

River, is the H-3 source.

The Mississippi water level above the darr

is about 10-15 feet higher than the level of the Vermillicn River,
