McGuir'6, Chief [)dte Signed Safeguards Section Nuclear Materials Safety and Safeguards Branch Division of Radiation Safety and Safeguards SUMMARY Scone: This routine, announced inspection was conducted in the areas of Physical Security Program for Power Reactors, including: Management Support; Security Program Plans and Audit; Physical Barriers, Protected and Vital Areas, Detection and Assessment Aids; Protected and Vital Area Control of Personnel, Packages, and Vehicles; Alarm Stations and Communications; Testing, Maintenance, and Compensatory Measures; and the Licensee's Independent Spent Fuel Storage Installation. - Results: In the areas inspected, violations or deviations were not identified. Review and observation of security operational activities, tours of the protected and vital areas and observation of licensee conducted tests of intrusion detection equipment and access control system confirmed that the management and operational effectiveness of the security program was being sustained as noted during previous inspections. Continuing efforts to further improve the efficiency and effectiveness of the security program was evident by ongoing activities observed during the course of the inspection. Included was the installation of vehicle barriers at the two vehicle entry gates into the protected area and joint operations and security training conducted in the Control Room Simulator. It was further noted during review of the licensee's Safeguards Event Logs that some failure of access control equipment had been experienced apparently due in part to the aging of access control equipment.
