Status of Inspector Follow-up Items (Closed) IFI (85-36-01): Search of deliveries to the warehouse inside the protected area. The inspector confirmed that all deliveries for the ware-house inside the protected area are searched in accordance with Security Organization Procedures 0953 and paragraph 1.6.5 of the NRC-approved Security Plan. The inspector reviewed the procedure and observed that these controls were being exercised on February 10, 198 (Closed) IFI (B6-06-02): Reinforcement of positive access control mea-sures in accordance with 10 CFR 73.55(d)(8). The inspector confirmed via a review of documentation (guard orders and post layout plans) and dis-cussions with licensee representatives that positive access controls over materials ent..ir.g containment had been reinforced since the last inspectio (0 pen) IFI (86-06-01): Assessment Aid Upgrade Project. Work continues on this project and it is scheduled for completion in the summer of 198 A proposed plan revision, in accordance with 10 CFR 50.90, was submitted to NRC by letter dated November 26, 1986 and an amendment dated January 19, 1987. In January 1987, the licensee provided an additional position to the secu-rity contractor's training group. This provides the training staff with {

trols over training related documentation, thereby enabling the training l group to become more directly involved in performance evaluations of the on-duty security force. Performance evaluations will be conducted during all shifts and will focus on the effectiveness of procedures, individual t performance and the ability of the security force to respond to event Feedback from these evaluations will be used to improve personnel perfor-mance and/or to upgrade procedure !

The licensee's I&C Department completed a revision to the maintenance support program for all security systems and equipment. The program was imple.nented in December, 198 It establishes maintenance priorities and provides for both on-site and contract specialist support. Additionally, the program establishes preventive maintenance and surveillance schedules for all systems and equipment. The licensee also is investigating the possibility of equipping certain systems with surge control devices to reduce the number of problems with equipment during voltage fluctuation The systems equipment upgrade project, undertaken in 1986, continue Projects, such as the installation of additional assessment aids, correc-tions to existing assessment aids, start-up of new computers and devel-opment of a new software program, and modification to the perimeter in-trusion detection system (PIDS), continue as 1987 program goals and are i

proceeding on schedule. A significant effort is being made by the li-censee to more effectively integrate.the assessment aids and the PIDS to take into account human factors considerations. The inspector will con-tinue to monitor licensee progress on these upgrade projects during future inspection . Protected and Vital Area Barriers The inspector examined protected and vital area barrier features on February 10 and February 12, 1987 and found them to be in conformance with the NRC-approved Security Pla . Access Control - Personnel Packages and Vehicles The inspector observed access control practices and procedures and found them to be in accordance with the NRC-approval Security Pla . Alarm Stations The inspector observed the Central Alarm Station operation on February 10 and February 12th, 1987 and found it to be consistent with the NRC-approved Security Plan and implementing procedure . The inspector found that the security organization completed a total of 24 contingency j plan drills during 1986. The use of response weapons and appropriate team deployments were exercised on all shifts. The inspector noted that formal i critiques were conducted and documented by all participants and that the '

results of these critiques including recommendations, were forwarded to the Site Security Supervisor. The inspector found that these drills were being conducted to satisfy the requirements of the NRC-approval Security Training and Qualification Plan and the Safeguards Contingency Pla l l
