Areas Inspected: Routine, unannounced, operational inspection of five areas including plant chemistry and radiation monitoring and followup on previous i spection finding. The inspection involved about 17 inspector-hours on.*.te by one inspector.
Results: One ut. resolved item related to radioactive materials sampling was closed, corr 2ctive action on a previous noncompliance f rem related to contamination control was determined to be satisfactory and one unresolved item related to radiation monitors resulted in enforcement action (Details paragraph 2.a).

Licensee Action on Previous Inspection Findings a.
(Closed) Process and Effluent Monitor Calibrations and Functiotal Checks (Unresolved Item 76-2/1)
Effluent radiation monitor calibration and functional check procedures were reviewed by the inspector to determine that alarm points, where specified, were consisteat with PT/0/A/230/01 which is the controlling document according to management representatives.
Procedure IP/0/A/360/1C for the vent gas monitors (RIA-45) specified an alert alarm setpoint of 6.5 x 10, cpm; whereas, PT/0/A/230/01 specified alert alarm setpoints of 3.6 x 10 cpm with the purge on.
The instructions provided by the "IP" are incorrect, nonconservative and, thus, inappro-priate and contrary to Technical Specification 6.4.1.

(Closed) Sampling of Radioactive Materials in Gases (Unresolved Items 77-1/1)
Management representatives stated that a new type of sampling cartridge is being used for all radioiodine sampling at the plant. Data collected by the plant personnel and from the cartridge manufacturer was reviewed by the inspector. Memoran-

Failure to follow radiation control procedures for contamina-tion control as required by Technical Specification 6.4.1.
The inspector reviewed an intrasection memorandum of the radiation control section dated March 16, 1977 which verified that contamination control deficiencies had been reviewed by the section. An evaluation of the contamination control program was made during a previous inspection (Report Nos.
50-269, 50-270 and 50-287/77-16).

Plant Chemistry Plant chemistry records for the period January - September, 1977 were reviewed by the inspector.
The inspector noted that all three units are frequently started up witt chloride and oxygen concentra-tions that do not meet Technical Sp
.fication 3.1.5 which applies to hot standby and power modes of o ration.
This practice inten-tionally puts the reactors in an operating condition where chemical concentrations exceed normal operating Limiting Conditions for
'
Operation.
Problems encountered with high chloride concentrations are exemplified by Oconee Nuclear Station Incident Investigation Reports B-588 and B-636 which resulted in initiation of reactor shutdown. The inspector also noted that Enclosure 8 to procedure CP/0/B/100/1 gives management approval to this practice. The inspector stated that the practice of routinely placing the reactors in an abnormal operating condition did not appear consistent with a conservative operating policy intended to maintain a high degree of reactor safety. This matter was discussed with the plant manager by telephone on October 12, 1977.
Chemistry procedures related to Technical Specifications were reviewed by the inspector; there were no questions at this time.
4.
Radiation Protection The inspector noted that the restricted area (as defined in 10 CFR 20)
boundry in the area of the Unit 1 borated water storage tank had been moved to an area outside the permanent security fence and marked with a temporary rope type barrier.
Radiation levels from the above tank caused this action.
During the inspection the inspector witnessed an exercise of the emergency on-site evacuation and personnel accountability procedures.
The exercise appeared to proceed satisfactorily.

5.
Exit Interview An exit interview was held on September 16, 1977 with Mr. R. M. Koehler, representing the plant manager, and members of the Oconee staff to discuss the inspection findings.
