Shift supervisor and reactor operator log book entries related to outage maintenance activities were compared with the information provided in the annual report.
Records of activities preparatory to refueling were reviewed, fuel handling activities were observed within the Unit 2 containment building and within the Units 1 and 2 spent fuel pool. Management of the refueling process from the Unit 2 control room was observed.
Results: No items of noncompliance identified.
The irspection involved 32 inspector-hours on site by one inspector, v

for Unit 1 - January, April, June, July and September; for Unit 2 - February, March, July, August and November; and for Unit 3 - January, February, May, June and December.
No significant dif ferences between log book and annual report descriptions of events were noted.
6.
Preparation for Refueling (Unit 2)
The following maintenance procedures, performed in preparation for refueling, were reviewed for completness and content:
a.
MP/0/A/1710/06, " Cranes and Hoists - Safety Inspection b.
MP/0/A/3000/10, " Whiting Cranes Repair and Preventative Maintenance Procedures" c.
MP/0/A/1710/06, " Wire Rope - Safety Inspection" d.
MP/0/A/1710/09, " Hooks - Safety Inspection" e.
MP/0/A/1150/02, " Reactor Vessel Closure Head Removal" f.
MP/0/A/1150/06, " Reactor Internals Removal" The applications of the above procedures were specific to Unit 2 equipment and components.
All procedures were properly completed and reviewed.
The inspector also reviewed OP/0/A/1503/1, " Preparation for Refueling,"
and confirmed that it was complete without exception prior to commencing fuel movement in the reactor vessel.
7.
Refueling Activities (Unit 2)
The inspector observed the activities of the three-man fuelhandling crew through two complete changes of personnel.
Individuals were replaced sequentially rather tha.. as a group.
This is a deliberate practice of the licensee to prevent loss of continuity in the performance of the refueling procedure. A licensed reactor operator was a part of the crew at all times, v

- 3-All levels of the reactor building and the spent fuel pool were inspected for housekeeping, and found to be adequate in that regard.
Containment integrity was maintained in compliance with Technical Specification 3.10.
The senior operator - refueling was usually stationed in the control room. His management of fuel movement and fuel accounta-bility was observed from that vantage point, and was found to be acceptable.
Review of OP/0/A/1502/07, " Refueling Procedure,"
showed it to be current.
