l Meeting Summary:

Meeting on November 19. 1980 (Report No. 50-267/80-23)

Scope:

Special announced management meeting to discuss the region's first annual evaluation of the licensee's performance relative to activities at the Fort St.

Vrain site during the period of October 1, 1979 through October 1, 1980.

The evaluation involved fifty-six (56) man-hours inoffice by six (6) NRC personnel and the meeting involved thirty (30) man-hours onsite by five (5) NRC personnel.

Results:

Of the seventeen functional areas evaluated, the licensee's performance In sixteen areas was such that no change in the frequency or scope of the inspec-tion program for those areas is recommended.

The licensee's performance in one area (security) was such that increased inspection effort is planned in this area.

The NRC personnel and the licensee representatives listed above met to discuss the region's first annual evaluation of the licensee's performance.

A regional representative discussed the listing of NRC performance evaluation efforts and the details of the current system which includes the annual regional evaluation.

The regional representatives presei:ted the findings of the evaluation and the enforcement history and significant reportable events that were consider-ed in the evaluation.

For the area that has been categorized as requiring increase inspection effort, Region IV plans to take the following action:

Security - RIV will increase the inspection frequency in this area with emphasis on (1) Security Organization; (2) Detection; (3) Physical Barriers; (4) Vital Areas; (5) Protected Area; and (6) Compensatory measures.

Other Items Discussed With the Licensee

a.

The licensee was provided a copy of the performance evaluation report by letter dated November 5, 1980.

The report was based on the October 8, 1980 Systematic Assessment of Licensee Performance board meeting.

The licensee expressed concern with regard to the public disclosure in the evaluation report of a pending civil penalty in the security area prior to receipt of tile inspection report and civil penalty package.

i RIV's response was that the performance evaluation report stated only that l

i two violations have been identified for cons 1deration of a civil penalty.

RIV stated that information of this nature c9uld be released routinely,

but that their concern was noted.

The licensee expressed concern that RIV personnel had asked for per-j sonnel records that may violate confidentiality.

RIV stated that the NRC legal personnel have indicated that it is

within the legal requirements that such records be made available.

Any further actions in this area would be delayed until such time as an actual instance was identified.
