MONTICELLO NUCLEAR GENERATING PLANTNRC SECURITY BASELINE INSPECTION REPORT 05000263/2018411

Dear Mr. Church:

On November 30, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a Security Inspection at your Monticello Nuclear Generating Plant and the NRC inspector discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

Two NRC-identified findings of very-low security significance (Green) are documented in this report. These findings involved violations of NRC requirements. The NRC is treating these violations as Non-Cited Violations (NCVs) consistent with Section 2.3.2.a of the Enforcement Policy.

If you contest the violations or significance of the NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 0001; with copies to the Regional Administrator, Region III; the Director, Office of Enforcement; and the NRC Resident Inspector at the Monticello Nuclear Generating Plant.

Two cross-cutting aspects were assigned to the above findings in the area of Human Performance - Avoid Complacency and Consistent Process. Specifically, your staff failed to recognize and plan for the possibility of mistakes, latent issues, and inherent risk, even while expecting successful outcomes and failed to use a consistent, systematic approach to make decisions.

If you disagree with a cross-cutting aspect assignment or a finding not associated with a regulatory requirement in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region III; and the NRC Resident Inspector at the Monticello Nuclear Generating Plant.

Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations (CFR), Part 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
