_ Areas Inspected: Routine, unannounced inspection of plant operations following a refueling outage and startup testing during and following a refueling outage, the inspection involved 32 inspector-hours onsite by two NRC inspectors.

2.
Review of Plant Operations The inspector verified that systems disturbed or tested during the refueling outage were returned to an operating status prior to plant startup, that control rod withdrawal sequence and rod withdrawal authorization were available and in effect prior to the startup af ter refueling, and that surveillance t est s were performed during the refueling outage as required by Technical Specifications.
The inspection reviewed Control Room Daily Logs for the dates November 1, 1977 through November 20, 1977, reviewed the Shift Supervisor's Log for the dates November 1,1977 through November 20, 1977, reviewed thirteen surveillances to ensure completion within Technical Specification periodicity (including Scram Insertion Timing, SBLC Explosion Charge Initiation, HPCI Simulated Automatic Initiation, Main Steam Isolation High Temperature, Refueling interlocks Test, Reactor Safety / Relief Valve Check, Turbine Stop Valve Closure Scram Test, ECCS Reactor Low Low Level Test, Peak Heat Flux Check, Turbine Control Valve Fast Closure Scram and Control Rod Drive Delta Pressure Testing), and reviewed the complete startup package (including all startup checks, valve lineup checks, and estimated critical position

in conformance with NRC requirements and licensee procedures.

The inspector verified that the licensee conducted cont rol rod drive f riction and scram tests, control rod sequence and reactivity cheeks, core power distribution Ilmits checks, calibration of Local Power Range Monitors (LPRM's), Average Power Range Nonitors (APRM's) calibration, core thernal power evaluations, end determination of reactor shutdown margin.
The inspector reviewed procedures and test results for control rod drive friction and scram tests, LPRM calibrations, APRM calibrations, and shutdown margin determination and verified the tests were conducted in accordance with technically adequate procedures and in accordance with license limits.
No items of noncompliance or deviations were identified.
4.
Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on November 30, 1977, and summarized the scope and findings of this inspection.
