Dear Mike Mlynarek:

On April 7, 2025, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Palisades Nuclear Plant and discussed the results of this inspection with Dan Gagnon, Holtec Director of Security and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a security inspection of the physical protection program at the Palisades Decommissioning Nuclear Power Plant and Independent Spent Fuel Storage Installation. The inspections were conducted in accordance with the Decommissioning Reactor Oversight Process and the Spent Fuel Storage Oversight Process.

The Decommissioning Reactor Oversight Process is the NRCs program for overseeing the safe decommissioning of commercial nuclear power reactors.

The Spent Fuel Storage Oversight Process is the NRCs program for overseeing the safe storage of spent nuclear fuel.

INSPECTION SCOPES

Inspections were conducted in accordance with the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html.

Samples were declared complete when the IP requirements most appropriate to the inspection activities were met consistent with Inspection Manual Chapter 2202, Security Inspection Program for Decommissioning Nuclear Power Reactors and IMC 2690, Inspection Program for Dry Storage of Spent Reactor Fuel at Independent Spent Fuel Storage Installations and for Title 10 of the Code of Federal Regulations, Part 71 Transportation Packaging. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

The inspectors evaluated the security training program through completion of a minimum of 50% of the inspection requirements. The inspectors reviewed security force member training records, lesson plans, job performance measures, courses of fire, and observed tactical weapons training and qualification.

81200.09 - Security Plan Changes for Decommissioning Power Reactors

Since the last NRC inspection of this program area, Security Plan Revision(s) 20 to 21 were implemented based on your determination, in accordance with 10 CFR 50.54(p)(2), that the changes resulted in no decrease in safeguards effectiveness of the security plan, and that the revised security plan continues to meet the requirements of 10 CFR 73.55(b). The inspectors conducted a review of the security plan changes to evaluate for potential decrease in safeguards effectiveness of the security plan. However, this review does not constitute formal NRC approval of the changes. Therefore, these changes remain subject to future NRC inspection in their entirety.
