TURKEY POINT UNIT 3 - FOLLOW-UP ASSESSMENT LETTER REPORT 05000250/2021007

Dear Mr. Coffey:

On October 29, 2021, the NRC completed its quarterly review of performance at Turkey Point Unit 3. The review included performance indicators (PI) and in spection results. This letter informs you of the NRCs assessment of your facility and supple ments, but does not supersede, the end of cycle letter issued on March 3, 2021.

The Unplanned Scrams per 7000 Critical Hours PI exceeded the Gr een-to-White threshold value in the first quarter of 2021. On August 20, 2021 the NRC completed a review of the White PI using Inspection Procedure 95001, Supplemental Inspection R esponse to Action Matrix Column 2 (Regulatory Response) Inputs" (Ref. ML21274A000). The results of this inspection determined that your staffs evaluation identified the cause of the White performance indicator.

Specifically, Florida Power & Light Company (FPL) appropriately identified the root and contributing causes for all four reactor trips that were an inp ut into the White performance indicator. The NRC concluded that the corrective actions taken were sufficient to meet the inspection objectives.

The NRCs review of Turkey Point Unit 3s performance identifie d that the Unplanned Scrams per 7000 Critical Hours PI returned to Green in the third quart er of 2021. Therefore, all the findings and performance indicators that input into the Action Matrix are Green. Accordingly, per the guidance in Inspection Manual Chapter (IMC) 0305, Oper ating Reactor Assessment Program, Turkey Point Unit 3 transitioned to the Licensee Resp onse Column (Column 1) of the NRCs Action Matrix, effective October 1, 2021.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for pub lic inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document s ystem (ADAMS).
