TURKEY POINT NUCLEAR POWER PLANT - NRC OPERATOR LICENSE

EXAMINATION REPORT 05000250/2011301 AND 05000251/2011301

Dear Mr. Nazar:

On March 4, 2011, the Nuclear Regulatory Commission (NRC) administered an administrative operating retake examination to an employee of your company who had applied for a license to operate the Turkey Point Nuclear Power Plant.

The Senior Reactor Operator (SRO) applicant passed the administrative operating retake examination.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRCs document system (ADAMS). Enclosure SUMMARY OF FINDINGS

ER 05000250/2011301 and 05000251/2011301; March 4, 2011; Turkey Point Nuclear Plant; Units 3 and 4; Operator License Examination.

Nuclear Regulatory Commission (NRC) examiner conducted an administrative operating retake examination in accordance with the guidelines in Revision 9, Supplement 1, of NUREG-1021,

"Operator Licensing Examination Standards for Power Reactors." This examination implemented the operator licensing requirements identified in 10 CFR §55.41, §55.43, and

§55.45, as applicable. Members of the Turkey Point Nuclear Plant staff developed the operating test examination.

The NRC administered the administrative operating retake examination on March 4, 2011. One Senior Reactor Operator (SRO) applicant passed the retake operating test examination. The individual applicant was issued a license commensurate with the level of examination administered.

No findings were identified.

Inspection Scope

Members of the Turkey Point Nuclear Plant staff developed the administrative operating retake examination. All examination material was developed in accordance with the guidelines contained in Revision 9, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC chief examiner reviewed the proposed examination. Examination changes agreed upon between the NRC and the licensee were made per NUREG-1021 and incorporated into the final version of the examination materials.

The NRC reviewed the licensees examination security measures while preparing and administering the examinations in order to ensure compliance with 10 CFR §55.49, Integrity of examinations and tests. A near miss examination security event occurred when the licensee left the door to the examination room unlocked on Tuesday, March 1, 2011, for approximately five minutes. Because the examination room was equipped with locked fireproof cabinets that contained the examination copies and the electronic copies were located on secure computers that had not been turned on for the day, there was reasonable assurance that the examination had not been compromised. The licensee documented this event in A/R Number 01625010.

The NRC examiner evaluated the Senior Reactor Operator (SRO) applicant using the guidelines contained in NUREG-1021. The examiner administered the administrative operating retake examination on March 4, 2011. Evaluations of the applicant and reviews of associated documentation were performed to determine if the applicant, who applied for licenses to operate the Turkey Point Nuclear Plant, met the requirements specified in 10 CFR Part 55, Operators Licenses.

Findings

No findings were identified. The NRC determined, using NUREG-1021 that the licensees initial examination submittal was within the range of acceptability expected for a proposed examination.

The single SRO applicant passed the administrative JPM operating test retake examination. The remaining portions of the examination were waived.

Exit Meeting Summary

On March 4, 2011, the NRC Chief Examiner exited with members of the Turkey Point examination staff. The examiner asked the licensee if any of the examination material was proprietary. No proprietary information was identified.
