R. E. GINNA NUCLEAR POWER PLANT - NRC BASELINE SECURITY INSPECTION REPORT 05000244/2018410

Dear Mr. Hanson:

On May 24, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your R. E. Ginna Nuclear Power Plant and discussed the results of the inspection with Mr. William Carsky, Site Vice-President and other members of your staff. The results are documented in the enclosed report.

The NRC inspectors did not identify any finding or violation of more than minor significance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring Exelons performance at

the R. E. Ginna Nuclear Power Plant by conducting the baseline security inspections described

in this report in accordance with the Reactor Oversight Process. The Reactor Oversight

Process is the NRCs program for overseeing the safe operation of commercial nuclear power

reactors. Refer to https://www.nrc.gov/reactors/operating/oversight.html for more information.

No findings or more-than-minor violations were identified.

INSPECTION SCOPE

Unless otherwise noted, baseline security inspections were conducted using guidance in the

appropriate inspection procedures (IPs) in effect at the beginning of the inspection. Samples

were declared complete when the IP requirements most appropriate to the inspection activity

were met consistent with Inspection Manual Chapter (IMC) 2201, Security Inspection Program

for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and

records, observed activities, and interviewed personnel to assess licensee performance and

compliance with Commission rules and regulations, license conditions, site procedures, and

standards.

NRC inspectors evaluated the access control program by completing the following IP elements:

submittals for the period from second quarter 2017, through first quarter 2018.

On May 24, 2018, the inspectors presented the inspection results to Mr. William Carsky, Site

Vice-President, and other members of the licensees staff. The inspectors verified no

proprietary information was retained by the inspectors nor documented in this report.
