DRESDEN E&TS INSPECTION (REPORTS NO. 50-237/95003(DRS);
NO. 50-249/95003(DRS))
Dear Mr. Joyce:
This letter refers to the engineering and technical support (E&TS) followup inspection conducted by Mr. C. L. Vanderniet and others of this office from January 24 through February 3, 1995.
The inspection included a review of activities authorized for your Dresden Nuclear Power Station facility.
At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report.
Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress.
The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements and to establish a baseline for engineering activities at the site to be used to measure future progress.
Significant changes and new initiatives are currently in progress at the facility. These changes have shown positive effects on your efforts to improve engineering activities at the site; however, the changes have not been in place long enough to establish a consistent pattern of improved performance.
Also, based on past experiences with the implementation of new programs and initiatives, like engineering procedure upgrades, continued review and monitoring will be necessary before the positive performance trends can be considered permanent as well as effective. Additionally, concerns were identified regarding the handling of technical information from outside sources, specifically, NRC Information Notices. This is an area where weak performance has been evident for some time and efforts to address this issue should continue.
No violations of NRC requirements were identified during the course of this inspection.
