Wright, Senior Resident Inspector M. Parker, Resident Inspector Functional or Program Areas Inspected The licensee's action on IE Bulletin No. 80-11. " Masonry Wall Design" was reviewed.

Licensee responsibilities include identifying all masonry walls supporting or proximate to safety-related hardware attachments, equipment, and/or systems, describing the components and/or systems, and re-evaluating the structural integrity of the walls under certain postulated loading conditions. Also, operability of jeopardized safety-related systems are to comply with pertinent technical specification action statements. The primary purpose of this inspection was to verify completeness and thorough-ness of the wall and equipment survey and determine if requirements are addressed commensurate with the spirit and intent of the Bulletin.

General Franklin Research Center (FRC), Philadelphia, has been retained by the Structural Engineering Branch of NRR to perform the technical evaluation of the licensee's re-analyses. FRC will issue an Interim Technical Evaluation Report (ITER), then a final TER.

FRC's current scheduling proposes August 23, 1982, for completion of the ITER, and

November 5, 1982, for the TER for Big Rock Point.

The 180-day final report addressing Bulletin requirements was prepared by Bechtel Power Division, Ann Arbor, Michigan, and issued October 31, 1980, in accordance with the deadline date prescribed in the Bulletin.

A total of 24 masonry walls were identified as being within the scope of the Bulletin.

Identification and Description All but two of the walls were examined by the Region III inspector.

This was accomplished in the company of the licensee's engineer.

Detailed individual review was accomplished to assure that penetra-tions, loading points, attachments and other considerations potentially impacting structural integrity and safety were appropriately identified in the wall survey. No conflicting discrepancies were identified between actual wall conditions and the survey data.

Re-Evaluation Priority The licensee scheduled an appropriate re-evaluation program in accordance with the following:

a.

Masonry Walls Supporting Safety-Related Equipment with Estimated Design Loadings Greater than 100 Pounds, or Safety-Related Piping 2-1/2 Inches in Diameter or Greater.

b.

Masonry Walls Supporting Other Safety-Related Items.

c.

Masonry Valls with Safety-Related Equipment in Proximity.

Results of Re-Evaluation All of the walls were determined to be structurally adequate under the postulated loading conditions.

It was also determined that the battery rack attachments on walls M100.14 and M100.16 would be removed.

This was accomplished.

Summary The onsite inspection and review of the licensee's actions verify timely and appropriate response to IE Bulletin No. 80-11.

Adequacy of the structural re-analysis will be detailed in the forthcoming FRC reports, as alluded to in Paragraph 1 of this report.

6.

Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection February 25, 1982. The purpose and findings of the inspection were summarized, and acknowledged by the licensee as reported herein.
