Thank you for your letter dated January 13, 1981, informing us of the steps you have taken to correct the noncompliance identified in our letter dated December 17, 1980. Your letter adequately addresses the corrective actions you have taken to preclude a repetition of the item for which you were cited, which was the " Failure to Adhere to Procedure". We recognize, as pointed out

in your response that a specification field change (SFC) is not used to initiate physical changes to equipment and that in this case a maintenance order (M.C.)
was properly used for this purpose. We also agree that the valve operator in question was tested, prior to return to service, in accordance with the M.0...
The citation which was issued was for closing-out a specification field change (SFC) prior to the completion of it's associated maintenance order (M.O.) and for not referencing the M.0. In the SFC.
Both of these items are contrary to your administrative control procedures. Your stated corrective actions in these areas appears to be acceptable.
For clarification, our reason for addressing your current record retention practices in our report was for information purposes only and was intended
to convey our concern that certain safety related testing data, which has a lifetime retention requirement, is being stored in your M.0. files, which, according to ANSI 18.7, has only a five year retention requirement. Thus, if at any time in the future you elect to dispose of M.O.'s older than five years,
there is a possibility that test data, requiring lifetime retention, will also be discarded.
