Inspection Summary Inspection on February 6-8, 1980 (Report No. 50-155/80-02)

Areas Inspected: Routine, unannounced inspection of plant operations, site organization and administration. The inspection involved 16 in-spector-hours, including four hours offshift, by one NRC inspector.

Results: Of the areas inspected no items of noncompliance were identified.

Shift Supervisors, Control Room Operators, and Shift Technical Advisors.

Review of Plant Operations The inspector conducted a review of plant operations to ascertain t

whether facility operation was in conformance with Technical Specifications, regulatory requirements, and administrative pro-

-cedures.

The inspector review selected operating records for the period of October 1979-January 1980. These included:

Control Room Operators Daily Logs, Shift Supervisors Daily Logs, Operating Order Book, Caution Card Log, Switching Orders Sheets, and Deviation and Event Reports.

The inspector also conducted a tour of the control room, and other accessible plant areas to observe:

Instrumentation; radiation, fire prevention and equipment tagging controls; housekeeping; and the status of selected plant systems and equipment.

During the exit interview the inspector discussed the use of the Caution Tag System instead of the Plant Modification System.

The inspector emphasized the fact that the caution tag system should not be used to perform design modifications and requested that a review of outstanding caution tags be initiated to determine whether plant modifications would be more appropriate. This item will be inspected during a subsequent inspection (155/80-02-1).

No items of noncompliance were identified.

3.

Organization and Administration A review of the licensee's onsite organization structure was conducted to determine that personnel qualification levels are in conformance with Technical Specifications, authorities and respon-sibilities are as delineated in the Technical Specifications, and licensee organization / structure changes have been reported to the NRC.

"i The inspector noted that since the last inspection in this area, Amendment No.'22 to operating licenseLDPR-06 which delt with organization had been approved. The inspector.further noted that the amendment was approved. The inspector further noted that the

. amendment was administrative in nature and did not deal with the personnel holding those positions.

No items of noncompliance were identified.

4.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on Febraury 8,1980 and summarized.the scope and findings of the inspection.

The' licensee acknowledged the inspectors comments.
