Dear Mr. Perry:
This will acknowledgo recolpt of your July 1,1997 lottor in responso to our June 1,1997 lottor transmitting a Notice of Violation (NOV) associated with th9 abovo montioned inspection report. The violation portained to tho installation of a temporary alteration to the Unit 3 24/48 Vdc battery system without an approved proceduro or engincoring work request.
We have reviewod your correctivo actions and have further questions at this timo portaining to the scopo of your investigation of the NOV. Your responso stated that the reason for the violation was that the individuals involved in the NOV were not fully cognizant of the requirements of Dresden Administrativo Proceduto (DAP) 05-08, " Control of Temporary System Alterations." Also your response under " Corrective Actions Taken and Results Achieved," stated that it was verified that no other unauthorized temporary altorations were installed. Wo request that you answer in writing within 30 days of recolpt of this correspondonce, tho following questions so that wo may fully understand the scopo of your investigation:
1) Did your investigation review the administrative controls for temporary attorations delineated in DAP 05 38 to ensure that they were adoquato and did not contribute to the voltmotor bolog left unattended on the 24/48 Vdc battery?
2) What was the scopo of your verification that no other unauthorized temporary alterations were installed (limited to 24/48 Vdc battery, electrical discip;ino, plant wido, etc.)?
