.This refers to the investigation conducted by Messrs. R. M. Burton and J. L. Belanger of this office during the period December 17, 1981 through

_April 6, 1982, into activities at the Dresden Nuclear Power Station

This investigation was conducted in response to various allegations relating to guard training and plant protection inadequacies; and onsite alcohol use, drug use, and sexual activitie During the investigation it was determined you were in violation with certain of your security plan commitment The details of the violations are specified in the enclosed Appendix and a written response is require Certain areas examined during this investigation concern a subject matter which is exempt from disclosure according to Section 73.2l(c)(2) of the NRC's "Rules of Practice," Part 73, Title 10, Code of Federal Regulation This information must be handled and protected in accordance with the pro-visions of 10 CFR 73.2 Consequently, the enclosure to this letter, the Attachment to the enclosed report, and your response to the noncompliance identified in the enclosure to this letter will not be placed in the Public Document Roo Therefore, your statement of corrective action regarding the noncompliance identified in the enclosure should be submitted as a separate enclosure to your transmittal letter in the manner prescribed.

J.uly 26, 1982 We wish to stress that the detection of individuals suspected to be intox-icated (or "high" on drugs), and the denial of their access to the plant, is a necessity for precluding adverse events which could occur as a result of such individuals performing activities when their ability is impaired due to alcohol or drug us We view each instance of an employee* reporting to w.ork under the influence of drugs or alcohol as a significant matter requiring appropriate management attention and disciplinary actio The development and implementation of CECo's new drug abuse policy and awareness program is considered to be a positive means for assuring that employees are capable of performing their dutie Continued training in and vigorous enforcement of this policy should provide motivation for policy adherenc We will monitor the progress of your program in the futur In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed investigation report will be placed in the NRC's Public Document Roo If this report contains any information that you (or your contractors) believe to be exempt *from disclosure under 10 CFR 9.S(a)(4), it is necessary that you (a) notify this office by tele-phone within ten (10) days from the date of this letter of your intention to file a request for withholding; and (b) submit within twenty-five (25)

days from the date of this letter a written application to this office td withhold such informatio If your receipt of this letter has been delayed such that less than seven (7) days are available for your review, please notify this office promptly so that a new due date may be estab-lishe Consistent with Section 2.790(b)(l), any such application must be accompanied by an affidavit executed by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statement of the reasons which are the bases for the claim that the information should be withheld from public disclosur This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
