Ladies and Gentlemen:
On September 29, 2008, Harris Nuclear Plant (HNP) submitted a License Amendment Request (LAR) to revise its Technical Specifications to incorporate an updated criticality analysis reflecting the removal of credit for Boraflex in HNP's BWR spent fuel pool storage racks.
Based on the complexity of the additional calculations needed to provide a complete response to the NRC's Request for Additional Information dated July 20, 2010 (ML101940252), HNP has decided to withdraw the September 29, 2008, LAR incorporating an updated criticality analysis to reflect the removal of credit for Boraflex in HNP's BWR spent fuel pool storage racks.
A new LAR will be submitted in early 2011.
In accordance with 10 CFR 50.91(b), HNP is providing the state of North Carolina with a copy of this letter.
