NPF-63 WITHDRAWAL OF REQUEST FOR APPROVAL OF CHANGES MADE TO THE QUALITY ASSURANCE PROGRAM DESCRIPTION Ladies and Gentlemen:

In a letter dated October 27, 2005, Carolina Power & Light Company (CP&L) requested approval of a proposed change to the Quality Assurance Program Description (QAPD) for the Harris Nuclear Plant (HNP) to remove 10 CFR 50.59 requirements from the FSAR. On November 22, 2005, HNP responded to a request for additional information. During conversations with the NRC on July 18, 2006, the NRC informed HNP that the request would not be approved in its current form.

HNP understands that for the NRC to consider approval of this change, additional detail explaining how the 10 CFR 50.59 requirements came to be a part of the QAPD as well as revised QAPD text describing what the proposed 10 CFR 50.59 Review and Audit Program will entail are required.

HNP requests withdrawal of the proposed change to the QAPD in its current form. HNP plans to resubmit the QAPD change for approval in a format that will allow the NRC to adequately review the proposed change.
