Dear Sir or Madam:

By letter dated February 15, 2001, Carolina Power & Light Company (CP&L) requested a revision to the Technical Specifications (TS) for the Harris Nuclear Plant (HNP). The proposed amendment revises Technical Specifications (TS) 3/4.3.2 "Engineered Safety Features Actuation System Instrumentation", 3/4.3.3.1 "Radiation Monitoring Instrumentation", 3/4.6.1.1 "Containment Integrity", 3/4.6.1.7 "Containment Ventilation System", 3/4.6.3 "Containment Isolation Valves", 3/4.9.4 "Containment Building Penetrations", and 3/4.9.9 "Containment Ventilation Isolation System", and associated Bases. Specifically, HNP proposed to revise the applicable TS to clarify and relocate requirements by implementing the guidance of NUREG 143 1, Revision 1, TSTF-30, TSTF-45, TSTF-46, and TSTF-269.

The staff determined that a matrix of the changes would facilitate the staff review of the proposed license amendment. Therefore, HNP hereby withdraws the proposed amendment, reference letter HNP-01-035 dated February 15, 2001, but expects to resubmit this change in the future that will include the requested arrangement of the proposal.

In accordance with 10 CFR 50.91(b), CP&L is providing the State of North Carolina with a copy of the proposed license amendment withdrawal.
