Dear Sir or Madam:

/1 Enclosed is Revision 13 of the Columbia Generating Station Physical Security Plan and is submitted pursuant to 10 CFR 50.54(p)(2). The changes made were determined not to decrease the safeguards effectiveness of the approved plan.

Revision 13 of the Columbia Generating Station Physical Security Plan (Enclosure 2) and a Deviation Table (Enclosure 3) are provided on a CD-ROM (Enclosure 4).

Information regarding the CD (Enclosure 1) is provided in accordance with the NRC's Guidance for Electronic Submissions to the Commission (Federal Register Notice, 68 FR 58792, dated October 10, 2003).

Enclosures 2, 3, and 4 contain safeguards information and should be protected in accordance with 10 CFR 73.21.

NOTE:

ENCLOSURES TWO, THREE, AND FOUR TO THIS LETTER CONTAIN "SAFEGUARDS INFORMATION" AND MUST BE PROTECTED ACCORDINGLY.
