COLUMBIA GENERATING-STATION.DOCKET NO. 50-397 14-DAY FOLLOW-UP REPORT PURSUANT TO OPERATING LICENSE CONDITION 2.F

Dear Mr. Merschoff:

This letter is submitted as the 14-day written follow-up report to the November 21, 2002, telephone notification pursuant to condition 2.F of the Columbia Generating Station Operating License (NPF-21). License condition 2.F requires notification of the regional administrator or designee when all provisions of the Commission-approved Physical Security Plan (PSP) are not fully maintained in effect. Contrary to a PSP provision, a security officer assumed duties at the Secondary Alarm Station (SAS), even though the officer's alarm station operator qualifications had been suspended the previous day due to an exam failure. Upon discovery that the security officer was not qualified, he was immediately relieved from his duties by a qualified operator. The unqualified security officer was stationed at the SAS for approximately 40 minutes. During the time period the unqualified security officer was at the SAS, the Central Alarm Station was staffed with fully qualified operators, and all security systems were fully functional. This issue has been entered into the Columbia Generating Station Corrective Action Program.
