The enclosed contains Safeguards Information concerning security contingency measures for the physical protection of Energy Northwest facilities in which special nuclear material is used.

This information is to be protected in accordance with 10 CFR 73.21 and is to be withheld from public disclosure pursuant to Section 2.790(a)(3) of 10 CFR Part 2.
