$ Vermont Yankee Nuclear Power Station 320 Governor Hunt Rd Vernon, VT 05354 North Star 802-451-5354 BVY 19-027 August 1, 2019 A TIN Document Control Desk U S Nuclear Regulatory Comm1ss1on Washington, DC 20555-0001 SUBJECT Pre-Notice of Disbursement from Decomm1ss1omng Trust Vermont Yankee Nuclear Power Station Docket No 50-271 License No DPR-28 Dear Sir or Madam In accordance with Vermont Yankee Nuclear Power Station (VYNPS) Renewed Facility Operating License Cond1t1on 3 J a (111), the decomm1ss1omng trust agreement must provide that no disbursements or payments from the trust, other than for ordinary adm1mstrat1ve expenses, shall be made by the trustee until the trustee has first given thirty (30) days prior written notice to the NRC Article IV, Section 4 05 of the Master Decomm1ss1omng Trust Agreement by and between Northstar Vermont Yankee, LLC (Northstar) and The Bank of New York Mellon, successor by operation of law to Mellon Bank, N A as Trustee, provides that no disbursements or payments shall be made by the Trustee, other than Adm1mstrat1ve Expenses in accordance with Section 4 02 of the Master Trust Agreement, until' the Trustee has first given the NRC thirty (30) days prior written notice of payment, provided, however, that no disbursement or payment from the Master Trust shall be made 1f the Trustee receives prior written notice of obJect1on from the NRC Director of the Office of Nuclear Reactor Regulation This letter provides NRC written not1f1cat1on of The Bank of New York Mellon's intent, upon receipt of a completed Disbursement Cert1f1cate from Northstar, to make a disbursement from the VYNPS nuclear decomm1ss1omng trust in an amount not to exceed (without a supplemental 30-day notice to the Director) $12,500,000 00, for the period of July 2019 The disbursement request 1s expected to include, among other things, s1te-spec1f1c decomm1ss1omng costs related to licensing contractor costs, insurance and property tax The disbursement from the VYNPS nuclear decomm1ss1omng trust in the amount described above 1s planned to be made thirty (30) days following the date of this letter, unless the trustee receives prior written notice of obJect1on from the NRC Director of the Office of Nuclear Reactor Regulation This letter contains no new regulatory commitments Should you have any questions concerning this letter or require add1t1onal information, please contact Mr Glen Metzger at 412-234-0573 or Mr Corey R Daniels at 802-451-5354, Ext 250)-o.o /
