Pursuant to 10 CFR 50.71(e) and 10 CER 50.4(b)(6), enclosed is one CD-ROM containing Revision 0 of the Vermont Yankee Nuclear Power Station (VYNPS) Defueled Safety Analysis Report (DSAR) and the drawings that are incorporated by reference.

DSAR Revision 0 is derived from Revision 26 of the VYNPS Updated Final Safety Analysis Report (UFSAR) (Reference

1) and reflects the permanently defueled condition of VYNPS (Reference 2). The DSAR was developed considering the guidance contained within NRC Regulatory Guide 1.184, "Decommissioning of Nuclear Power Reactors," Revision 1 serves the same function during decommissioning that the UFSAR served during operation of the facility.A conversion matrix (UFSAR to DSAR Conversion Matrix) is included that details how the various UFSAR sections were treated in the development of the DSAR. A separate file (DSAR Revision 0 Changes) describes the changes that were made to Revision 26 of the UFSAR during the final VYNPS operating cycle and following permanent defueling as incorporated in the DSAR. The drawings referenced in the DSAR are included as individual files identified by the drawing number in the folder named DSAR Revision 0 Drawings.

This folder also includes a list of the drawings.

/BVY 15-046 / Page 2 of 2 Pursuant to 10 CFR 50.71 (e)(2), the DSAR includes a change evaluated under the provisions of 10 CFR 50.59. This change is identified as FOR 27/023 in the DSAR Revision 0 Changes file.There are no new regulatory commitments being made in this submittal.
