Ladies and Gentlemen:

By letter dated October 25, 2002 (i.e., Serial: BSEP 02-0175), Progress Energy Carolinas, Inc. (i.e., Carolina Power & Light Company) requested relief from the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, in accordance with 10 CFR 50.55a(g)(5)(iii) and NRC Generic Letter 90-05, "Guidance For Performing Temporary Non-Code Repair of ASME Code Class 1, 2, and 3 Piping." The request for relief related to a through-wall leak identified on Service Water System line 2-SW-29-6-046.

Restoration of the pressure boundary on line 2-SW-29-6-046, in accordance with the ASME Code,Section XI, was completed on November 15, 2002, by the installation of a replacement flange. A copy of the Form NIS-2A, "Repair/Replacement Certification Record," for the replacement is enclosed. Based on completion of this replacement, Progress Energy Carolinas, Inc. withdraws the relief request dated October 25, 2002.
