i A. Proposed Change This proposed Technical Specification change deletes in its entirety Section 6.15. Specific Instructions are to remove existing page 228 and j insert revised page 228 as ' blank'. ,

j The Section 6.15 as it exists imposes an implementation date of June 30, 1982 for final qualification of all safety-related electrical equipment as l a result of NRC's Order for Modification of License DPR-35 dated 10/24/80.

B. Reason For Change i

The NRC amended its Grder dated 10/24/80 by issuing a decree (FR Vol. 47,

! No. 126 dated 6/30/82) with a Final E.Q. Rule 10 CFR 50.49. The rule i mandated a date of March 1985 for final qualification of all j safety-related electrical equipment with extensions allowed up to and l

beyond November 30, 1985 for reasons beyond the Licensee's control. The Final Rule suspended the June 30, 1982 deadline contained in the Technical Specifications.

j C. Safety Considerations i l

This change does not present an unreviewed safety question as defined in 10 CFR 50.59(c). It has been reviewed and approved by the Operations

! Review Committee and reviewed by the Nuclear Safety Review and Audit

! Comm1ttee.

4 D. Significant Hazards Considerations 4

l The NRC has provided guidance concerning the application of standards for ,

! determining whether license amendments involve significant hazards considerations by providing certain examples (48FR14870). The deletion of

a Technical Specification date which has become obsolete constitutes
(1)

I A purely administrative change to Technical Specifications; for example, a change to achieve consistency throughout the Technical Specifications by l removing a date which has been rendered obsolete by replacement with a later date for the implementation of final qualification of equipment.

i The changes are purely administrative in context and do not:

I 1. Involve a significant increase in the probability or consequences of

! an accident previously evaluated; or i f

2. Create the possibility of a new or different kind of accident from any l accident previously evaluated; or l I
3. Involve a significant reduction in a margin of safety.

E. Schedule of Change f This change will be put into effect in 30 days upon receipt of approval ,
from NRC.

F. Application Fee Pursuant to 10 CFR 170, a check #935696'in the amount of $150.00 is enclosed with this submittal as application fee for this Proposed Technical Specification Amendment submittal.
