BECo 84-129 Proposed Change 84-11 Mr. Domenic B. Vassallo, Chief Operating Reactors Branch #2 Division of Licensing Of fice of Nuclear Reactor Regulation U.S. Nuclear Regulatory Consnission Washington, D.C. 20555 License No. DPR-35 Docket No. 50-293 Proposed Change to Fire Protection Technical Specification

Dear Sir:

On March 27, 1984, Boston Edison (BEco) submitted the final Fire Protection Technical Specification package which was an assimilation of five (5) previously submitted packages (#1 - 7/11/83; #2 - 9/12/83; #3 - 10/13/83; #4 -

11/16/83; #5 - 5/12-28/83). The October 13, 1983 package substituted a Halon 1301 system in place of the CO2 system in the Cable Spreading Room in anticipation of an approved Halon test in December 1983. When the test was initiated, however, the Halon system failed to meet the specified BECo test criteria. As a result, the rechnical Specifications for the Halon system were replaced by the original CO2 system Technical Specifications in the March 27, 1984 assimilation.

Since that time, an additional test was initiated, and the Halon system has successfully met the test criteria. This submittal contains the Technical Specifications for the Halon system which replaces the CO2 system in the Cable Spreading Room.

The CO2 system section designation was originally changed from 3/4.12D to 3/4.12E in the May 13, 1983 schedule of change submittal. In the event this change is approved before the consolidated March 27, 1984 submittal, please ensure that it replaces the CO2 system technical specifications regardless of the letter designation.
