Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-13 File 0260/0840/L-860.0 Proposed Amendment to the Operating License (PCOL-83/27)

AECM-84/0009 In accordance with the provisions of 10 CFR 50.59 and 10 CFR 50.90, Mississippi Fower & Light (MP&L) requests an amendment to License NPF-13, for Grand Gulf Nuclear Station (CGNS) Unit 1.

In accordance with provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC).

In accordance with the requirements of 10 CFR 170.22, we have determined that the proposed amendment includes no safety issues and is considered to be administrative in nature. Based on the guidance provided by the Project Manager (NRC), we have determined that the total fee is $1,200. A remittance of $1,200 is attached to this letter.

TRANSMITTAL OF PROPOSED CHANGES TO GRAND GULF TECHNICAL SPECIFICATIONS

SUBJECT:

NS-83/42 Technical Specifications 6.5.1.2, 6.2.3.4, and Figure 6.2.2-1, pages 6-4, 6-6, and 6-7.

DISCUSSION: Revisions to the Unit Organization chart (Figure 6.2.2-1) are proposed to reflect only the major managerial positions on the Grand Gulf plant staff.- Other changes to the Unit Organization are as follows:

1. The Site Manager and Assistant Site Manager have been deleted.
2. Three Assistant Plant Managers replace the present Assistant Plant Manager Nuclear and the Nuclear Support Manager.
3. Compliance, Office Services, Security Training, and Accounting will report to the new Assistant Plant Mannger-Support.
4. Operations. Technical Support, Chemistry / Radiation Controls, and the Industrial Safety Coordinator will report to the new Assistant Plant Manager-Operations.
5. Outage Planning and Scheduling, Maintenance, and Contracts will report to the new Assistant Plant Manager Maintenance.
6. The present Startup Manager has been deleted.

i The proposed change to Technical Specification 6.2.3.4 involves l correcting the present title Assistant Vice President for

Nuclear Production to Vice President-Nuclear.

The proposed changes to Technical Specification 6.5.1.2 involve

title corrections to reflect the proposed changes in Unit 7

Organization.

JUSTIFICATION: The proposed Unit Organization (Figure 6.2.2-1) chart indicates only the major managerial positions on the Grand Gulf Staff and reduces the overall detail contained in the current version of

that figure. This change is intended to display in the Technical Specifications an appropriate amount of detail and at the same time, allow sufficient flexibility in terms of reorganization and utilization of personnel reporting to upper level management. The total number of positions requiring a

license have t.ot been reduced by this change. The minimum shift crew composition and license requirements are presently shown on Table 6.2.2-1 and need not be repeated on Figure 6.2.2-1. Thia reduction in the amount of detail displayed in Figure 6.2.2 . is considered consistent with discussions on this subject in the meeting with NRC Staff held on October 17, 1983.

The attached proposed revisions to Figure 6.2.2-1 supercede those changes proposed in the MP&L submittal, AECM-83/0565, dated September 9, 1983.

The change to Technical Specification 6.2.3.4 revises the title of the Assistant Vice President for Nuclear Production to Vice President-Nuclear and is purely administrative in nature.

The changes to Technical Specification 6.5.1.2 corrects titles to reflect the preposed Unit Organization.

SIGNIFICANT HAZARDS CONSIDERATION:

The proposed changes to the Unit Organization chart are made to adapt to a growing plant staff and to add reorganizational flexibility. The changes to 6.5.1.2 are corrections to titles to reflect the new Unit Organization. The change to 6.2.3.4 is a title correction and does not involve personnel changes.

This change does not involve the reduction of safety margins and no significant increase in the probability or consequences of an accident previously evaluated is involved nor is the possibility of a new or different kind of accident from any accident previously evaluated created. Thus the proposed change to the Technical Specification does not involve a significant hazards consideration.
