Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 CPC Addressable Constants Technical Specifications Change Request Gentlemen:

AP&L is actively participating in various Core Protection Calculator (CPC) related activities with representatives of the three other utilities that have Combustion Engineering (CE) plants equipped with CPCs. AP&L has recently participated in an initiative to remove the requirements concerning the CPC Type I and Type II Addressable Constants from the Technical Specifications.

Our intentions and justification for this deletion were provided in our letter dated March 28, 1985 (2CAN038511) and were also discussed in several meetings with members of your staff and the NRC Core Performance Branch.

Removal of the Addressable Constants and related administrative requirements from the Technical Specifications has been allowed in the case of Arizona Nuclear Power Project (ANPP) Palo Verde-1 by issuance of their full power operating license Technical Specifications (NUREG-1133, May 1985).

It is AP&L's understanding that the CPC Addressable Constants issue has been effectively resolved, and that the NRC staff has informally requested submittal of an appropriate Technical Specifications amendment request. Therefore, revisions to ANO-2 Technical Specification 2.2.2, CPC Addressable Constants; Table 2.2-2, Type I and Type II CPC Addressable Constants; the associated Bases; Table 4.3-1 and Notations; Administrative Control 6.8.1; and the appropriate page of the Index have been prepared accordingly for your review and approval.

A revision to Table 4.3-1 Notation (9) is necessary to remove a reference to i Table 2.2-2. Also, AP&L considers it prudent to delete Notation (10) from Table 4.3-1 because the term of the specific amendment that added it expired on February 1, 1983. This was discussed in your letter dated January 7, 1983

5 A revision to Administrative Control 6.8.1 (g) is necessary to delete the note requiring prior Plant Safety Committee approval of modifications to i the CPC Addressable Constants based on information obtained through the Plant Computer - CPC data link. Modifications to the CPC Addressable Constants

are accomplished through strict administrative procedures which are required

! by 6.8.1 (g). The data link information referenced by the note is primarily obtained and used during beginning-of-cycle low power physics testing. These

. test procedures have been reviewed by the Plant Safety Committee. The note is therefore a redundant administrative requirement.

The circumstances of this Technical Specifications change request are not exigent or energency; however, expeditious handling is requested.

j In accordance with 10CFR50.92(c), the attached changes have been determined to have no significant hazards considerations.

-provisions, a document providing the bases for this determination is

! attached. Also, a copy of this amendment package has been sent to Mr. E.

Frank Wilson, Director, Division of Environmental Health Protection, State Department of Health.
