Dear Mr. Calvo:

Enclosed is an application for an amendment to the Arkansas Nuclear One, Unit Two Technical Specifications. The proposed change involves the visual inspection period for inaccessible snubbers.

As discussed with Mr. Craig Harbuck of your staff, the proposed change to the snubber visual inspection interval would allow the snubber inspection due between January 27, 1989, and July 27, 1989, to be delayed until the upcoming refueling outage which is scheduled for September 1989. This would prevent ANO-2 from being forced into shutdown specifically to perform the inspection of inaccessible snubbers. Although the circumstances of this change are not exigent or emergency, expeditious handling of this change is requested so that if the inspections are required a shutdown can be scheduled.

In accordance with 10CFR50.91(a)(1), AP&L has evaluated the proposed change using the criteria in 10CFR50.92(c) and has determined that said change involves no significant hazards consideration. The bases for this determination are attached. Also in accordance with 10CFR50.91(b)(1), a copy of this amendment request and attachments has been sent to Ms. Greta Dicus, Director, Division of Radiation Control and Emergency Management, Arkansas Department of Health.

DESCRIPTION OF AMENDMENT REQUEST 3 l

This proposed change is intended to allow ANO-2 to operate until the refueling outage which is currently scheduled for September 1989 without requiring a forced ~ shutdown specifically to perform a visual inspection of inaccessible snubbers.

The Technical Specifications for ANO-2. require visual inspections of snubbers according to a schedule based on the number of inoperable snubbers  ;

identified per; inspection interval. The snubbers may be categorized into groups based on type and accessibility such that each group may be inspected' independently. The schedule is as follows:

At the present-time, ANO-2 is in a 12-month interval from April 27, 1988 for inaccessible snubbers. This allows for inspection from January 27, 1989 to l July 27, 1989. The current 12-month interval for inspection is based on one snubber out of a groJp of 102 inaccessible snubbers failing the visual inspection during the last refueling outage. Additionally, this failure was the only failure in the entire 400 hydraulic snubbers installed in ANO-2.

The snubber that failed the visual inspection was a mechanical Anchor-Darling snubber. The cold setting was incorrect and the snubber would not have functioned as intended. This was an installation error not a service-induced failure and does not indicate a generic problem. This error is further described in LER 50-368/88-013 (2CAN118802).

There are no planned outages during the January to July window of time which would allow inspection of these snubbers (which are not accessible at power due to ALARA concerns). However, ANO-2 is scheduled for a refueling outage beginning in September 1989 at which time the inspections could be performed. Due to the fact that the snubber failure was an installation error we do not expect other failures of this same type. Therefore, based on the fact that this was the only inaccessible snubbar failure on ANO-2 during the previous inspection interval, an extension of the inspection interval for a period of approximately two months will not increase the probability of snubber failures.

The NRC staff has indicated to the ASME Codes and Standards OM-4 (Evaluation and Performance Testing of Nuclear Power Plant Dyr,amic Restraints-Snubbers)

Task Group in a March 1988 meeting that their objective was not to interrupt plant operation for the sake of snubbers visual examination. In fact, work is underway to change the inspection requirements.

The proposed change is to Section 4.7.8.b of the ANO-2 Technical Specifications. This thange would add a footnote which would allow the April 27,1989, inaccessible snubber inspection to ' oe delayed until the 1989 refueling. This would be a one time'only exemption from the stated inspection intervals.

i The proposed change to Section 4.7.8.b does not involve a significant ,

hazards consideration because operation of Arkansas Nuclear One, Unit 2 in I accordance with this change would not.

(1) Involve a significant increase ir, the probability or consequences of an accident previously analyzed. l The proposed change would not increase the probability or consequences of any accident previously evaluated since the proposed one-time change of the inaccessible snubber visual inspection interval will not significantly alter the level of snubber protection at ANO-2.

Additionally, the one-time change in the inaccessible snubber inspection interval has no relationship to the probability of any of the accidents previously evaluated.

(2) Create the possibility of a new or different kind of accident from any previously analyzed.

The proposed change would not create the possibility of a new or different kind of accident from any previously analyzed since accidents which might be caused by the possible failure of one or more snubbers during the extended inspection interval are the same as those previously evaluated.

(3) Involve a significant reduction in the margin of safety.

The proposed change would not involve a significant reduction in the margin of safety since the one-time change in the inspection interval will have no significant effect on the overall level of snubber protection for ANO-2.

Based upon the above, it .an be seen that the proposed change does not involve a significant hazards consideration.
