-Arkansas Nuclear One, Units 1 and 2 (ANO-1 &~2) Technical Specifications 6.11.2.6 and 6.9.3,.respectively, requires the submittal of a Somfannual Radioactive Effluer.t Release Report. The purpuse of this letter is to complete this reporting requirement for ANO.

Technical Specifications 6.12.2.6 and 6.9.3 also requires additional .

- A summary of radiation doses due to radiological effluents durin,t 1990 and the dose to members of the public due to activities inside the # 2e
-boundaries. These summaries are included in Attachments F and G respectively; and i A description of licensee initiated wajor changes to- the ra'dioact 've Maste 9 f
isystems is provided in Attachment 1H.-
ANO-1 Technical Specifications 3.5.6.3 and 3.5.7.3 require that with less than the minimum number of channels operable, for radioactive liquid and gaseous effluent instrumentation respectively, return the ir truments to operable status within 30 days or explain in the next Semiannual Radioactive Effluent Release Report why the inoperability was not corrected. This is in lieu of any other report.

During the reporting period the ANO 1 Waste Gas System monitor RE-4830 and ,
Liquid Radwaste System monitor RE-4642 were declared inoperable due to high-
. background readings. These high readings preclude the meeting of the currently established sensitivity requirements. These monitors were declared inoperable in November 1990 and remain it: operable to date. .An engineering ^
evaluation was initiated to determine the appropriate sensitivity. This evaluation is ongoing but has beca delayed due to activities associatnd with the previous ANO-1 refueling outage and the ongoing ANO 2 refueling outage.
The evaluation will establish appropriate sensitivity requirements for these monitors and methods of maintaining the sensitivity. -The evaluation is ,
scheduled for completion by March 22, 1991. In the inter /m releases from these vent paths are allowed by complying with the 7echnical Specification actions for independent verification by collecting grab sarples prior to a 4 4
release.

There was one unplanned release from ANO during the third and fourth quarters of 1990. A discussion of this release is provided below.
On September 6,1990, there was a release of 58740 liters into the discharge canal of ANO. This release was from leakage around the Neutralization Tank (T50) dump valve (pMU-32). The relecca was terminated when valve PMU-31 was closed. PMU-31 is in series with PMU-32. It was determined that the failure of PMU 32 to completely close was due to mechanical damage internal to the valve. Upon disassembly of the valve, several broken threads and other pieces from a brass sleeve were judged to have interfered with proper operation. The valve was repaired and returned to service.
It was determined that 0.364 curies were released. This release produced a quarterly total whole body dose of 5.44 E-03 mram and a total quarterly organ dose of 7.46 E-03 mrem. These doses represent 0.36% and 0.15%, respectively, of the Technical Specification limits.

There were a number of planned steam releases from ANO during the third and fourth quarters of 1990, through the emergency feedwater pumps.
During the third and fourth quarters of 1990 Unit One and Unit Two had a primary to secondary leak. This caused the release of radioactivity during the operational testing of the Unit One and Unit Two emergency feedwater pumps. There were a total of six releases on Unit One and 11 i releases on Unit Two.
It was determined that a total of 1.18 curies of H 3 and a volume of 4.7069E6 cubic feet (CT) was released from Unit One. Unit Two had a '
total activity of 10.2 curies of H 3 and a total volume of 1.0365E7 CT.
