| Description | Part 50.54(q) of Title 10 of the Code of Federal Regulations requires, in part, that a power reactor licensee may make changes to their emergency plan without Commission approval only if the changes do not decrease the effectiveness of the plans and the plans, as changed, continue to meet the standards of Part 50.47(b) and the requirements of 10 CFR Part 50, Appendix E. Contrary to this, between May 1995, and March 2007, Wolf Creek reduced the effectiveness of its emergency plan, in that, changes to Emergency Action Level 11, \"Natural Phenomena,\" reduced or eliminated an operator\'s ability to recognize an earthquake occurring at the NOUE emergency classification level. This was identified in the licensee\'s corrective action program as CR 2007-004340. This finding is of very low safety significance because it only affects classification at the NOUE emergency classification |
