| Title | Failure to Use a Qualified Radiation Protection Technician to Provide Direct Continuous Coverage of Work in a Locked High Radiation Area |
| Description | The inspectors identified a noncited violation of Technical Specification 5.7.2, resulting from the licensees failure to use a qualified radiation protection technician to provide direct continuous coverage of work in a locked high radiation area. The finding was placed into the corrective action program as Condition Report CR-GGN-2011-01045, and corrective action was being evaluated. The failure to use a qualified radiation protection technician to provide direct continuous coverage of work in a locked high radiation area is a performance deficiency. The finding was more than minor because it was associated with the Occupational Radiation Safety Cornerstone attribute (exposure control) of program and process and affected the cornerstone objective, in that, the failure to use qualified radiation protection technicians to provide job coverage in a high radiation area with dose rates in excess of 1000 mrem/hr had the potential to increase personnel dose. Using the Occupational Radiation Safety Significance Determination Process, the inspectors determined the finding to have very low safety significance because: (1) it was not associated with ALARA planning or work controls, (2) there was no overexposure, (3) there was no substantial potential for an overexposure, and (4) the ability to assess dose was not compromised. |
